Substitute Teaching Opportunities for the 2026-2027 School Year

Important Note for New Substitutes:
Please do not apply directly to the State Board of Education (SBOE) until you have submitted your Mid-Ohio ESC Substitute Teacher Application by appointment. Failure to follow this process may result in delays in processing your application.

Mid-Ohio ESC Substitute Application & Requirements
To substitute through Mid-Ohio ESC, you must complete an annual application and hold (or obtain)
appropriate Ohio licensure through the State Board of Education. Required documents include background
checks, and in some cases, transcripts or district recommendations. Once approved, you’ll be placed on
the substitute list shared with participating districts.

State Board of Education Licensure Process
Licensure is completed online through the OHID/CORE system. Applicants will:
• Select the appropriate license type
• Choose Mid-Ohio ESC as the organization providing e-signature (IRN 123521)
• Monitor their application status
All required documents, including transcripts and background checks, must be submitted within 60 days.
Current licensed teachers or individuals with valid pre-service permits may not need additional licensure.
Be aware that certain criminal offenses may disqualify applicants from employment or licensure. For

How Placement Works
Mid-Ohio ESC acts as a coordinating agency—not the employer. The ESC maintains records and shares a
list of approved substitutes with districts in Ashland, Crawford, Morrow, and Richland counties. Each
district independently hires, pays, and manages substitutes, and may have its own expectations, pay rates,
and additional application steps.

Assignments & Expectations
Substitute assignments are often managed through systems like Frontline. Substitutes are expected to:
• Maintain professionalism
• Follow district attendance procedures
• Adhere to the Ohio Educator Code of Professional Conduct

Additional Opportunities
Substitutes may also have the opportunity to work in alternative programs such as Abraxas and the
F.I.R.S.T. Program. These settings typically feature smaller class sizes, year-round schedules, and serve
students in residential treatment environments. These roles require flexibility and a high level of
professionalism in more structured, non-traditional settings.

Update on Substitute Teacher Licensing (Effective September 23, 2022)

With the passage of HB 583, school districts may set their own substitute teacher requirements for the 2025-2026 school year. This includes the option to apply for a Temporary Substitute License – 1 Year (Non-Bachelors) for individuals without a post-secondary Bachelors degree. Please note that not all districts have adopted the same criteria, so if you are applying under HB 583, verify eligibility and requirements with the specific school districts of interest.

Required Documents

Returning substitutes: Mid-Ohio ESC cannot provide e-signatures on SBOE applications until your Mid-Ohio ESC Substitute Teacher Application has been received.
